PROCUREMENT NOTICE

OPEN INTERNATIONAL BIDDING

DESIGN, CONSTRUCTION, SUPPLY AND COMMISSIONING OF FOUR TWIN SCREW HARBOUR TUGBOATS

CONTRACT MPA 549/2022

The Mauritius Ports Authority (MPA) is inviting bids for the Design, Construction, Supply and Commissioning of Four Twin Screw Harbour Tugboats of 15.0 Tonnes Bollard Pull as more fully described in the bidding document.

Qualification requirements

The Manufacturer of the tugs must have:

1. at least ten (10) years’ experience in design, manufacture and supply of vessels/tugs; and
2. constructed at least 3 vessels/tugs during the last five (5) years.

A complete set of bidding documents will be submitted to eligible and qualified bidders via email.

Submission of bids

Bid in sealed envelopes clearly marked “Contract MPA 549/2022 – Design, Construction, Supply and Commissioning of Four Twin Screw Harbour Tugboats” should be addressed to the Director General, Mauritius Ports Authority, 1^st Floor, H. Ramnarain Building, Mer Rouge, Port Louis, Republic of Mauritius.

Deadline for the submission of bids

Bids should be either deposited in the Bid Box located in the Chief Officer’s Office, Mauritius Ports Authority, 1^st floor, H. Ramnarain Building, Mer Rouge, Port Louis, Republic of Mauritius or submitted by registered post or courier so as to reach the Mauritius Ports Authority on or before Thursday 10 November 2022 up to 14.00 hours (Mauritian time) at latest. 

Bids will be opened on the same day at 14.15 hrs. (Mauritian time) in the presence of bidders or their representatives who choose to attend.

Bids received after the specified closing date and time will not be considered.

Bid Security

A Bid Security in the amount of MUR 5,000,000 or GBP 90,000 or EURO 110,000 or USD 112,000 shall be submitted in the form of an unconditional bank/insurance guarantee issued by a recognized commercial bank/insurance company in Mauritius or a foreign bank through a correspondent bank/insurance company located in Mauritius. The bid security shall be valid for 150 days as from the date of submission of bids, that is up to 08 April 2023. The bid security shall be submitted in sealed envelope as indicated at ITB 25.1 in the bidding document. Failure to submit the Bid Security will entail rejection of the bids.

The Mauritius Ports Authority reserves the right to accept or reject any bid and to annul the bidding process and reject all bids at any time prior to award of the Contract, without thereby incurring any liability to any Bidder.
