The Mauritius Ports Authority (MPA) is inviting bids from local and overseas bidders through the Government e-Procurement System for the Supply and Commissioning of Two New (Off the Shelf) Twin Screw Harbour Tugboats of 15 to 18 Tonnes Bollard Pull as more fully described in the bidding document.

The bidding exercise shall be conducted through the Open International Bidding method according to the rules and regulations of Republic of Mauritius.

Bidders should have the following minimum qualifications to be considered as eligible for the project:

  1. At least ten (10) years of experience in manufacturing and supply of similar types of tugs including list of tugs manufactured and commissioned during the past ten years; and
  2. To demonstrate having manufactured at least five tugs of not less than 15 Tonnes Bollard Pull capacity during the last five (5) years.

The expected delivery of each tugs is within 26 weeks following date of letter of acceptance.

Submission of Bids

Bidding documents may be downloaded from the Government e-Procurement System https://eproc.publicprocurement.govmu.org. Reference Number on the system:  MPA/IFB/2021/44.

Bids for the above must be submitted online on the e-Procurement System at latest by Tuesday 10 August 2021 at 13.30 hours (Mauritian Time).

Bidders who have submitted bids online by the closing date and time shall decrypt and re-encrypt their bids from Tuesday 10 August 2021 as from 14.31 hours (Mauritian Time) up to Thursday 12 August 2021 at 14.00 hours (Mauritian Time).

Bids will be opened online in the Conference Room of the Central Procurement Board on Thursday 12 August 2021 at 14.01 hours (Mauritian Time) in the presence of bidders or their representatives who choose to attend.

Bid Security

A Bid Security in the amount of MUR 1,000,000 or GBP 18,000 or EURO 21,000 or USD 25,000 per tug shall be submitted in the form of an unconditional bank/insurance guarantee issued by a recognized commercial bank/insurance company in Mauritius or a foreign bank through a correspondent bank/insurance located in Mauritius. The bid security shall be valid for 150 days as from the date for submission of bids, that is up to 06 January 2022. The bid security shall be submitted in sealed envelope as indicated at ITB 25.1 in the bidding document. Failure to submit the Bid Security will entail rejection of the bids.

The Mauritius Ports Authority reserves the right to accept or reject any bid and to annul the bidding process and reject all bids at any time prior to award of the Contract, without thereby incurring any liability to any Bidder.

Registration of bidders on the e-Procurement System

All potential bidders are kindly requested to register their companies on the e-Procurement System, as registration is mandatory for a supplier to submit a bid online. You may wish to refer to the manual and video available on the “How to?” menu of the e-PS website for information about registration.

Furthermore, it is mandatory for bidders to use a Digital Signature Certificate (DSC) for encryption/decryption of their bid data and for digital signing of bids. A DSC for the e-Procurement Class can be purchased from the Certification Authority eMudhra through Mauritius Post Ltd by applying online on the website https://www.emudhra.mu/.

In order to initiate suppliers on e-PS, the Procurement Policy Office organises regular training sessions on the e-Procurement System. These training sessions are usually held at the Procurement Policy Office, 8th Floor, E. Anquetil Building, Port Louis, Mauritius, over 2 half days and include a theoretical / demonstration component on the first day followed by a practical session on the second day.
