OPEN NATIONAL BIDDING

UPGRADING OF RAIL SYSTEM AT THE SLIPWAY IN PORT MATHURIN, RODRIGUES

CONTRACT NO: MPA 608/2024

The Mauritius Ports Authority is inviting bids from local bidders for the Contract MPA 608/2024 – Upgrading of Rail System at the Slipway in Port Mathurin, Rodrigues as more fully described in the bidding document.

Bidding exercise shall be conducted through the Open National Bidding method according to the procurement rules and regulations issued by the Procurement Policy Office.

The objective of this project is to replace the standard rails to ensure the continuity of operations along the slipway.

Scope of the Works

The scope of works comprises the following inter-alia:

  1. Supply, Installation and Commissioning of new rails matching the existing physical characteristics of the Standard Rails along the slipway at Port Mathurin;
  2. Supply and Installation of all accessories and fittings as per the manufacturer’s recommendations for the proposed rail material to be supplied at the site of works in Port Mathurin, Rodrigues;
  3. Temporary demobilization of the existing metal cradle system during the period when upgrading works will be implemented.
  4. Dismantling of the existing Standard rails and fittings and handover the dismantled rails to the Employer. All other debris to be carted away from the site of works and disposed of;
  5. Installation of the new rail system complete with all accessories and fittings, all as per the manufacturer’s recommendations; and
  6. Re-commissioning of the existing metal cradle system onto the new rails to ensure the proper functioning of the upgraded facility as per its intended purpose.

Qualifications

Bidders should have the following minimum qualification to be eligible as a contractor for undertaking the project:

  1. valid registration certificate with the CIDB under the grade that will enable the contractor to perform the works quoted for, under the following class(es): Civil Engineering Construction Works or Mechanical Works;
  2. Experience in at least 1 project involving mechanical works over the last 5 years and the minimum value of works for such past project shall amount to at least Rs 2 million; and
  3. Other qualifying criteria as mentioned in the bidding document.

A complete set of bidding documents will be submitted to eligible and qualified bidders via email.

Pre-Bid Meeting

Bidders or their designated representatives are invited to attend a pre-bid meeting to be held on Thursday 13 June 2024 at 13.00 hours at the Port Administration Building, Port Mathurin, Rodrigues.

Submission of Bids

Bids (one original and one copy) sealed in single envelope must be submitted in accordance with the Instruction to Bidders, clearly marked “Contract MPA 608/2024- Upgrading of Rail System at the Slipway in Port Mathurin, Rodrigues which shall be addressed to the Director General, Mauritius Ports Authority, H. Ramnarain Building, Port Louis.

Deadline for the submission of bids

Bids should be either deposited in the Bid Box located in the Chief Officer’s Office, Mauritius Ports Authority, 1st Floor, H. Ramnarain Building, Mer Rouge, Port Louis or submitted by registered post or courier so as to reach the Mauritius Ports Authority on or before Tuesday 23 July 2024 up to 14.00 hours at latest

Bids will be opened on the same day as the closing date at 14.15 hours in the presence of bidders or their representatives (limited to two) who choose to attend.

Bids received after the specified closing date and time will not be considered.

The Mauritius Ports Authority reserves the right to accept or reject any bid, to annul the bidding process and to reject all bids at any time prior to award of the Contract, without thereby incurring any liability to any Bidder.
